Motorcycle Permits
In some areas, on-street parking is limited to neighborhood residents and property manager service vehicles during certain times. Permits are available from the City Treasurer, and must be renewed annually. To determine whether you are eligible for a Residential Parking permit, please refer to the map of program areas (pdf) and the list of addresses included in the program.
Streets included in the Residential Permit Parking program are marked with signs stating the hours of enforcement. Vehicles that violate the posted restrictions are subject to a $50 ticket and towing.
To apply for a residential parking permit, print the application form (pdf) or pick one up from the Treasurer's office, on the third floor of City Hall. Applicants must present proof of residency within the RPP area and their vehicle registration in order to receive a permit. An annual fee of $22 must be paid for each permit. The first permit holder per household will also receive a Visitor Permit, which may be placed in visitor's vehicles. Contact the City Treasurer with questions, at (734) 483-1103.
To apply for a downtown residential parking permit, print the application form (pdf) or pick one up from the Treasurer's office, on the third floor of City Hall. Applicants must present a driver license, proof of residency and their vehicle registration in order to receive a permit. An annual fee of $200 or $75 for four months must be paid for each permit. Visitor permits are not available for the downtown area. Contact the City Treasurer with questions, at (734) 483-1103.
Non-resident property owners and their employees and contractors are eligible for Service Vehicle Passes within RPP areas. These passes require a separate application (pdf). It is important that proper documentation be provided when applying for a SVP, which may include; proof of property ownership (deed, copy of tax bill), proof of contract with non-resident property owner (copy of contract or letter of employment), and proof of employment with a non-resident property owner (pay stub). For those landlords who are eligible to purchase a significant number of SVP's, it is suggested that you call the Treasurer's office to make an appointment.
For renters and homeowners who wish to register a motorcycle for a residential parking permit, the process is virtually the same as the Car/Truck Residential Parking Permit (RPP) procedure. The motorcycle will be issued a residential permit just like a vehicle and they are expected (but not mandated) to post the pass somewhere on the motorcycle. The Ypsilanti Parking Enforcement Bureau and the City Treasurer's Department (the permit issuing bureau) argree that the posting of the permit is, at times, unreasonable on motorcycles. Therefore, the two bureaus agree that when a parking enforcement officer is confronted with a motorcycle with no permit visible within a residential parking permit zone, the officer will verify that the motorcycle is listed in the Treasurer's Office database as a permit holder, and thus able to park in the RPP zone.
Motorcycle Visitor's Passes are available to the first RPP holder in a household (similar to the Car/Truck RPP structure). The permit can be displayed on the visiting motorcycle, however it is not required. The RPP holder, however, is required to contact the Parking Enforcement Bureau two days prior to the visit or immediately upon the arrival of the visitor traveling on a motorcycle. The RPP holder shall provide notification of a visitor that will be parking a motorcycle within the RPP zone. Therefore, when a parking enforcement officer is confronted with a motorcycle within an RPP, the officer will first contact the Treasurer's Office to determine if the motorcycle has acquired an RPP or visitor's pass in order to park in the RPP zone.
Changes to the RPP program are made on an annual basis, and are made by the City Manager upon recommendation of the Traffic Review Committee. Contact the City Manager's Office at (734) 483-1810 for more information on being included in this program.
